Education
No single sector puts as many different building types on one campus as education. Classrooms, laboratories, assembly halls, athletics facilities, dining operations, student housing, and outdoor site infrastructure all coexist on K-12 and higher education campuses, each carrying distinct accessibility requirements. The challenge is not any one space type in isolation. It is managing all of them simultaneously, across a campus that never stops being used.
Education encompasses every level of instruction from K-12 through higher education, including elementary, middle, and high schools, community colleges, technical colleges, and universities. The accessibility obligations shift across those levels in meaningful ways. K-12 facilities add children's dimensional specifications to the standard adult requirements. Higher education adds student housing under the Fair Housing Act, full-scale athletics programs, and food and beverage operations that bear little resemblance to the cafeteria model. Community colleges and technical colleges often combine both contexts in a single campus. The governing standards are ADA 2010, IBC 2024, ICC A117.1-2017, and applicable state and local accessibility requirements. In Texas, the Texas Accessibility Standards 2012, enforced by TDLR, apply to registered projects. Campus renovation programs create constant path of travel obligations, and the combination of residential, assembly, athletics, and academic space means the compliance landscape spans multiple regulatory frameworks at once.

Scoping uses Table 221.2, and wheelchair spaces must be dispersed so that users have a range of viewing options comparable to the general public. One dimensional difference matters on new construction: ADA and TAS require 48 inches of depth for wheelchair spaces at forward or rear access; ICC A117.1-2017 requires 60 inches for new construction, reflecting the larger footprint of modern power wheelchairs and mobility scooters. On projects governed by IBC and A117.1, the 60-inch depth controls. - Assistive Listening Systems

ICC A117.1 §706Assembly areas with audio amplification systems are required to provide assistive listening systems. The number of receivers is a function of seating count per Table 219.3, and at least 25 percent must be hearing-aid compatible. Induction loop, FM, and infrared systems are all recognized. Beyond the technical requirement, lecture halls and auditoriums in higher education routinely serve students and faculty with hearing disabilities in ways that go beyond the minimum standards. Real-time captioning display, AV system design with accessible output ports, and integration with campus-wide accommodation programs all bear on how these spaces actually function. The ALS requirement is a floor, not a ceiling. - Children's Dimensions: K-12

ICC A117.1 §308Where spaces are designed primarily for children, ADA and TAS permit children's specifications in lieu of adult requirements. Reach ranges, toilet seat heights, lavatory heights, and drinking fountain heights all vary by age group: 3 to 4 year olds, 5 to 8 year olds, and 9 to 12 year olds each have distinct dimensional requirements in the standards. The complication is that every K-12 facility also serves adults — teachers, staff, parents, and visitors. Both sets of specifications are required throughout, which affects toilet room design, fixture selection, drinking fountain configuration, and counter heights across the building. The dual accommodation requirement is not optional. - Laboratory Environments

Lab bench heights are typically set by the program and vendor standards, and accessible workstation requirements are frequently not coordinated into that process. Renovation projects that replace or relocate lab benches trigger path of travel and workstation accessibility obligations at the same time. Accessible routes must reach not only spectator seating areas but also team and coaching facilities, press boxes, scorekeeper positions, and the floor or field level of every venue. Press boxes exceeding 500 square feet require accessible routes. Interior gymnasiums require accessible routes to the playing surface for participants. Exterior athletic facilities require accessible routes connecting parking to all venues on the site. - Campus Exterior Routes

ICC A117.1 §402Campus site circulation is an accessible route network that must connect every parking area, building entrance, and outdoor use area with compliant running slope, cross slope, and surface. Grade changes across a campus create persistent challenges for route continuity. K-12 drop-off and loading zone design must provide accessible passenger loading directly at the building without requiring travel through parking areas. Campus construction and phased renovation projects must maintain accessible routes throughout; temporary construction routes require the same slope, surface, and width compliance as permanent routes. - Student Housing

TAS §233 / IBC §1107 / ICC A117.1 Ch. 11Student residential facilities are governed first by the Fair Housing Act, which requires that covered multifamily buildings provide Type B equivalent accessibility in all units in elevator buildings and all ground floor units in non-elevator buildings. ADA Section 504 applies separately to residence halls at institutions receiving federal financial assistance. TAS applies on Texas-registered projects. IBC Chapter 11 adds Type A unit requirements for buildings with more than 20 units, at 2 percent of the total, dispersed by unit type. Common areas — lobbies, laundry rooms, mail rooms, study rooms, fitness areas — are fully subject to accessible route requirements regardless of the residential designation of the units they serve. - Food and Beverage Facilities

Contemporary dining programs include food courts with multiple vendor stations, market-style retail food operations, quick-service and fast casual concepts, grab-and-go markets, coffee bars, and self-service areas. Each format presents distinct accessibility requirements. Transaction counters at each vendor station require an accessible section at 28 to 34 inches above the finish floor with compliant clear floor space. Self-service areas — condiment bars, beverage dispensers, food stations, and order pickup kiosks — require accessible reach ranges and knee clearances. Dining surfaces require accessible seating dispersed throughout the dining area. Tray slides, where still present, must have a section at accessible height. Queue management and ordering kiosk configurations require evaluation on each project. - Path of Travel — Renovations

16 TAC Chapter 68 (Texas)Campus renovation programs are continuous, and nearly every alteration to a primary function area triggers path of travel obligations under both ADA and TAS. The accessible path from parking through the building entrance to the altered area must be made accessible — including restrooms, telephones, and drinking fountains serving that area — up to 20 percent of the primary alteration cost. On Texas-registered projects, any disproportionality determination is a formal TDLR regulatory process under 16 TAC Chapter 68, not an internal calculation. Institutions with active multi-year capital programs need a standing framework for evaluating path of travel obligations project by project, not a one-time analysis. - Signage

IBC §1111 / ICC A117.1 §703Educational campuses run extensive signage systems serving multiple audiences. Room identification signs for all permanent spaces require tactile characters and braille at compliant mounting heights and locations. Overhead directional and informational signage has separate requirements. Temporary construction signage must be accessible for the duration of the construction period. In higher education, variable message signs used for wayfinding, event boards, and emergency notification are addressed in A117.1 §703.7 but not in ADA or TAS; the equivalent facilitation provision is the authorized pathway for those installations.

How We Engage
We can engage at any phase of planning and development, from initial programming through construction administration, though the earlier the engagement the more it benefits the institution. Decisions about lab bench heights, dining counter configurations, bleacher geometry, and housing unit distribution are made during planning and schematic design. Once construction documents are underway, those decisions are expensive to change. Early involvement means we are part of the conversation before the constraints are fixed, not reviewing their outcome. We work with campus facilities teams, architects, and project managers to establish a consistent framework before those decisions are locked in.
For institutions with ongoing capital programs, we provide project-by-project path of travel analysis as renovations are programmed. On Texas-registered projects, the TDLR disproportionality process is a recurring obligation that needs to be built into the project delivery schedule, not added after the fact. We help institutions understand their aggregate obligations across a renovation program and set priorities that work within budget constraints.
We also conduct facility assessments and accessibility audits for K-12 and higher education campuses. A campus-wide assessment documents existing conditions across every building and exterior route, identifies deficiencies relative to current standards, and produces a prioritized remediation plan that institutions can use for capital planning, ADA transition plan updates, and self-evaluation documentation. Assessment work is a separate engagement from project-specific consulting and can be scoped to the full campus or to specific building types or use areas.
